這個舊商場是拉美裔的重要社區，政府的平等性分析 (Equality Analysis )發現，重建後小店將無法負擔租金而遷走，或令社區分崩析離 。
平等規劃有賴政策支持。英國的《平等法案》 (Equality Act) 規定公營機構有責任保障平等 ，倫敦版的2030+（London Plan）亦要求所有發展計劃保障不同社群的需要 。因此，政府批出規劃許可時附加條件，要求發展商提供一定可負擔的鋪位 ，並助小店覓地搬遷 ，雖然至今僅安置了一半 。
穆斯林婦女去哪兒游水？
香港未有類似平等性分析的政策，安德里亦說少數族裔缺乏社區設施，那麼《香港規劃標準與準則》第三章的社區供應標準 ，有否考慮不同族裔的需要？發展局曾指出，部分設施的規劃以人口數字為基礎，部分則考慮人口特徵、地理等多項因素。不過，民政事務總署等部門均表示，各類設施的均沒有以族裔區分服務對象 。至於安德里提及的多元文化中心，則是油尖旺區獲政府撥款一億元的社區項目 ，並非常規設施。
若有相關平等政策，相信多元文化可令大家的生活更精采。例如新加坡就讓不同族裔的居民參與建設、管理社區中心 ，照顧大家需要。加拿大多倫多的街坊則發揮創意，例如在泳館設穆斯林婦女專屬時段 ，在公園設烤薄餅的窯爐 （Tandoor），不論是否印裔家庭，也可野炊同樂 。
